Frank Smiley was the only child of Franklin Thomas and Mary Bowden (Camp) Smiley. He was born in Victoria on 26 June 1894.
On 28 December 1918, a little over a month after the end of World War One, he married at Mt Erica Methodist Church Myra Constance Adam, daughter of Robert Alexander and Eliza Martha (Nicholl) Adam. At this time, Frank was a 24-year-old driver living at Spencer Street, St Kilda, and Myra a 23-year-old bookkeeper living at Barry Street, South Yarra.
The couple had two children. Frank died at his home at 5 Euston Street, Malvern, on 29 June 1970; Myra died 10 years later, at Royal Melbourne Hospital, Parkville, on 9 September 1980.
